Will VA benefits help pay for one in a personal care home?

I was told that if the word personal is in the facility's name the VA won't pay benefits.

The VA needs certification of need for ADL (activities of daily living) from the patient's MD. If the MD does not certify the need for help with bathing, toileting, dressing, feeding or walking the application will fail.
