There is a website for the National Council on Aging (NCOA.org) that may be of help in identifying services available in your area. Within the website is a benefit checkup (www.benefitscheckup.org) which could point you to some useful sources. It helped in finding resources for my mom to be able to stay in her home.

No they are not required to do so. You should speak with VA and see if dad qualifies for VA assistance. You should take this time to contact senior center, aging services, etc in your area or dads area and find out what residential options are available for him with his finances, Medicare, Medicaid, VA, sliding scale or housing assistance. Visit some and then talk to dad about his options.

Ask dads dr for referrals as well.
