If she's not physically capable of leaving the house, and neither of you has transportation, you might inquire about a mobile physician's service.

I'm a little confused by your question, annie. If your mom can't leave the house why do you need to get her to leave the house? Does she just not want to leave? Do you need to take her to the Dr.? If you would explain your situation a little more it might help people with their suggestions.

What Annie325 needs/asking is for TRANSPORTATION to and from daily life activities I believe. A ride for such things as going to the market, the Dr., the bank etc. Annie is mom bedridden? Or does she have a phobia about being around crowds. More details please.

"We have not because we ask not." Call family members, neighbors, church members etc. for help when needed. No man/woman is an island. There is an interrelatedness amongst us we NEED each other.

Now I see depression in your next statement. There are medications and talk therapy to help with her depression. She needs to be seen my a psychiatrist for medications and once she is able to function a little more talk therapy would probably be the net step. The best to you.
