My brother has medical POA on my mother, who is developing dementia but not officially diagnosed as yet. He seems to have a lay back, indifferent attitude to the fact that our mother needs to be assessed, needs to have ACAS on board, etc,. He is doing nothing to upset our mother in case she writes him out of the will. Until about 15 months ago i did hold the medical POA but suddenly our mother changed it to my brother - for what reason i do not know. she also began showing signs of paranoia about the same time.

Um. Of course, he might just not like upsetting your mother. Men can be very feeble like that.

This must be frustrating and stressful for you, given that clearly you do have concerns about her mental state and her wellbeing. But perhaps the best thing to do would be to gather information that your brother needs to know, such as about his serious responsibilities for your mother's welfare, as well as names and contact details of professional and charitable organisations who might be able to help him.

And then be glad to wash your hands of a difficult job that, by the sound of it, would inevitably bring you into emotional conflict with your mother.

Only your mother can change the medical or financial POA, and only if she has not been judged to be incompetent to understand what assigning someone authority to make decisions for her means.

If a lawyer explained the document to her and then asked her to tell what it means, could she do that?
