Staff to Resident Ratio?

How can I find out about good staff to resident/patient ratios in Memory Care?

My loved one is in a Memory Care facility and like many, it is short-staffed. For various reasons we want to move her to a better run place. A staff member told us that when the phones get very busy, the executive director shuts them off.

My loved one was in the hospital recently. A nurse told me that the hospital had been calling her memory care facility for hours and couldn’t get through because the line was busy.
