Can my sister's son block me from getting information on her at a nursing home?

Who is "her"? Are sissies not allowing information on mom to be released to you?

Is sis competent? She could complete a HIPPA release. Is son her POA? The facility is bound by privacy laws, it may not be the nephew it may be your sister's wishes.
