Can an elder lawyer help, or some kind of professional to help you a daughter of SIL negotiate a solution?  If not, about all you can do is tell her what you need, or else her mom will be returned to her to care for as she sees fit.

Daughter must be POA? She has a legal responsibility to provide anything necessary for SIL. Maybe she needs to meet with attorney to have those responsibilities explained to her. Call the elder law attorney and tell them the difficulties you are having related to no funds for SIL medical needs. Maybe that will wake her up.

I think I dont understand exactly what you mean?that the daughter will not take care of her mom in what way,financial,physical , what kind of help does the mom need?If the daughter is letting the mom suffer in UNFIT CONDITIONS DIRTY NO MEDICAL CARE THEN CALL THE ONBUDSMAN FOR SENIORS I THINK the dr can be contacted , if shes neglectimg her mom she will get in trouble ,if the mom is not with it ,but if mom has her mind then only the mother can tell her daughter what to do...

Me, I wouldn't be caregiver if I didn't have POAs. Is daughter giving you money for sisters care? Is she paying bills? Talking with doctors concerning Moms care? If not, this is a problem. If so, then she just isn't helping in Moms care. We need more info to help.
