Sister says she has been told by mother’s Dr and by a lawyer that mother can’t be forced into an assisted or nursing home. Sister will not get mother set up for Medicaid, first says she has too much money but then says she doesn’t have enough. I’m scratching my head. Mother is blind, very hard of hearing & and at some stage of Alzheimer’s, sister doesn’t share much info yet she’s expecting mother to live alone. Who can honestly answer this legally (as in an elder care lawyer or). Thank you.

Find Care & Housing
Call APS for evaluation if you believe that your mother is unable to live alone and that sister's handling of the situation as POA is endangering your mother. Otherwise, this is between mother and sister she appointed as her POA to handle.

I agree with funkygrandma, you need to contact APS and report a vulnerable senior living alone and be sure to let them know she has a POA that won't get her the help she needs.

If she doesn't open her door to strangers, tell them that you think law enforcement should be with them to get that door opened. Dementia is a game changer with a blind person, she needs intervention.

If your mother is blind, hard of hearing and has dementia and lives alone that is a nightmare waiting to happen.
PLEASE call APS first thing Monday morning and report an elderly adult with all those issues living by themselves that shouldn't be, and they will come out and do an assessment, and if need be force some action to be taken in either getting her care or placing her in the appropriate facility.
As your mothers child you owe her at least that much, before something horrific happens to your mother because no one looked out for her and her safety.
