Mom goes to stay with my sister at times. I've insisted she become an alternate agent on her Durable POA, if needed while mom visits. Would that work? Would it be 'in force' in another state or would mom have to permanently change residence for sister to stand in as alternate.

It's best to check with an attorney who knows the laws in both states, but I don't see where this should be a problem. Most states allow for alternate POAs and where the POA lives shouldn't matter. Do check with an attorney however, so you know you aren't dealing with a state with unusual laws.
