Nursing home refused to tell me she was taken to hospice. On Good Friday went to see her was not there said to call silbling who wont answer phone do HIPAA laws cover this kind of not able to know where mother is

Hospice or Hospital? There is a big difference.
HIPAA laws do cover this; the nursing home CAN'T tell you anything but to call the person with Health Care Proxy/POA.
The POA does not have to tell you anything, but has to keep all information confidential.

Yes, with HIPAA law, only those names signed on the HIPAA form will be given information. Maybe your mother wasn't taken to a hospital. Is she well enough to visit family for the holidays?
