Should I call 911 to take Mom to the ER?

My Mother is in a nursing home/rehab and is getting physical and speech therapy after a blood vessel burst in her brain which caused a stroke. She does not have paralysis. They are taking care of that but her diabetes is out of control as they are not taking good care of this and now her kidney levels are increasing which could be why she is very confused.

I would take her to the E.R yourself. If you don't have a car, call a taxi or something. Have her in the backseat and just make sure she stays warm and comfy. Paramedics and all of that can be very overwhelming for someone, especially if they're confused. Call the hospital ahead of time and tell them your situation. They should be able to get you back sooner.
