Who do you report a questionable woman who had elder neighbor write off family to?

Who do you report a questionable woman who has had her elderly neighbor write off her family and put this woman in charge of her financially. I saw her take this elderly frail woman ,dragging her across the black top in 90+ degree weather to shop.

Echo Whirlpool, Adult Protective Services right away. Write down what you saw and the date and document anything else you can remember. Tell APS you have made these notes and that you'd like to be interviewed about your neighbor. Why isn't her family objecting? It makes me wonder if the "objectionable woman" is acting out of anger because the elderly woman's family is not stepping up to care for her. It happens all the time. You'd be surprised. Just saying.

You could call your local Adult Protective Services and share your concerns - they should investigate and make sure things are okay.
