I'm afraid things are past rehab. What you're describing is neglect. Is stepdad even physically capable of being a caregiver? Besides the emotional abuse, there is such a thing as unintentional neglect; but, intentional or not, it's time to get Protective Services involved. Things aren't going to get better without a strong intervention.
Talk to someone at the two agencies below ASAP.

Any adult who has a disability or who is age 65 or older over that is in a state of abuse, neglect, or exploitation may be eligible to receive adult protective services.
2. Texas Area Agency on Aging (AAA) Caregiver Support Program. 1-800-252-9240 Provides information for caregivers about available services, assistance in gaining access to services, referrals to programs regarding caregiving and respite care information.
Rehabs are for OT PT and not for helicoptering hand and foot. Rehab means that the patient has to move and do things on their own as compared to being in the hospital. Think of the term of use it or lose it.I had a co worker who was injured in a medical helicopter crash. She was sent to one of the 2 best rehabs that had good outcomes. She said the meals sucked and that the care she received in the hospital was reduced but she was greatful that she was pushed to do her exercises.It may be best to ask first which facilities are covered by her insurance and make some visits to see if you feel a good vibe. Otherwise she goes home to you and you can deal with it.
