My father is 78 years old in the end stage of COPD. He lives alone. No one is willing to live with him because he is abusive. I believe he needs 24/7 care. My father does not want to move into a nursing home. If i feel he is need of 24/7 care and could possibly be in danger, can i place him in a home against his will.

It is difficult. I am thinking that you are going to have to wait it out, until he has no choice. Such as, if he ends up in the hospital. Then, do not take him home and let the doctors know that he can no longer live alone.

No you cannot, but the courts can if he is deemed incompetent. So you petition the courts for Guardianship with the intention of placing him in a facility.
Social Services often has to pursue protective custody in such cases.

Do his doctors think he needs 24 care at this point?

Might he consider Hospice Care in his home? That is not 24-hour, but if he is in end stage COPD it might be worth considering.

Does he have capacity? If so, on his head be it. If not, see Pam's advice. You could perhaps also threaten this and hope that it will lead him to see sense so that you don't have to go through with the whole gory, expensive process.
