Prorated patient liability to nursing home?

Mom in nursing home on pending medicaid. Entered in NH in the middle of month (14) days first month. Shouldn't her share be prorated during the medicaid pending period for (14) days only, Then start her full amount the next (31) days?

What does the nursing home paperwork say? Some will charge for the full month, some will charge half a month, some will charge per day.
