Find Care & Housing
Call the area on aging for the county your cousins dad lives in. Ask them to go check on him. I have read that Orange Co has a service to help hoarders. I don't know about the other counties but the area on aging will know. If he has Kaiser insurance, the area on aging person will communicate with them and get a care mgr involved.

A little more information would help us give you a better answer. Is the senior still in the home? If so, is there a diagnosis of dementia or is the junk to the point where it's dangerous, and has Adult Protective Services been called in to take care of things?

I don't know if there is a "program", per se, to clean and remove junk, but you could call a junk collection company like 1-800-Junk or something similar, but there would definitely be a charge for the service. I am not in CA, but perhaps someone who is will add some info here that will be helpful. I know my own state, there are no programs to help with this - the caregiver/relatives are on their own.

I would contact your local aging agency (here we have the Commission on Aging, for example) and see if they have any suggestions on how to handle this. If the house is hoarded or unsanitary, they may not be able to help. (Not saying this is the case, just mentioning it in case it might be.)
