Is POA required to pay a credit card bill if the POA is not listed on the account?

Aaah what macada said.... It's not your credit, it's the person you are POA for.

I'm not sure I understand your question? A POA pays the credit card bill of the person they are the POA for. They use that person's money, not their own.
