My mom has recently gone through a faze where she rambles on and mixes her words a lot to the point where what she expresses doesn't entirely make sense. She has gone to the doctors and they have ran labs, to which all came clean, except a mild form a UTI and they gave her medicine. Also, the doctor has said that this rapid change in behavior doesn't necessarily mean alzheimers or dementia. My question is what could be the problem with my mom?

Well, he's right about THAT. Now what does he intend to DO about these symptoms???? It could be anxiety. It could be early dementia. It could be UTI. It could be stroke. It could be TIAs. it could be just about anything. Assuming this doesn't go away, your Mom needs a workup to find out not what it COULD be, but what it is.
Continue to follow up with Mom's doctor, or with another more responsive. Am wishing you the best. Hoping the UTI is currently in treatment.

A UTI can present as dementia, and the fact that she was diagnosed with one, makes me wonder if it still hasn't cleared up. Often times with UTI's it takes several doses and often several different antibiotics to clear one up entirely. I would have her retested to see if she still has one.

So was she treated for the UTI? Did they check to see if she had a TIA/stroke? Check her thyroid? You don't give us any specific facts (and we're certainly not doctors) so not sure we're able to give you any useful guidance.
