My cousin is in a care home the POA has moved her taken away her phone and refused to let anyone know where she is we are her only family is this legal

Your cousin TRUSTED her POA and appointed her POA to act for her when she was no longer able to act competently in her own behalf.

When I see accusations such as yours against a POA I realize that there is much water flowing under the bridge and we have no details with which to judge the situations.

Not only that, but it matters little WHAT we think.

More details would be needed but in the lack thereof, in general a POA cannot take away a phone

A phone can indeed be taken away if an elder has dementia or something that's causing them to call 911 repeatedly, as my aunt did. It's not illegal for a POA to place an elder in need into a care environment.
