My 58 yr. old brother is in end-stage renal failure. He does not have a car. He uses a van service for dialysis. He lives in govt. housing in Oak Creek. Would he qualify for home health services?

Lots of people don't have cars, but are not home-bound. If they are routinely going out, even with others driving, they are not home bound. In home services are ordered by his MD, who makes the determination of need.

When my dad had Meals on Wheels it was for 'home bound' people.....with the exception of Dr.'s appointments, church, and hospital stays.

If he is on medicaid, he may very well qualify for homecare services. If he was a veteran, his homecare services would be covered under Aid and Attendance. The question does not give enough information to give direct advice.
