I live out of state and my brother has been my mother's primary caregiver. He is currently unavailable to care for my mom, and she needs 24-hour care. She can no longer make any decisions for herself and doesn't receive medicare benefits. I was recently contacted by the hospital and nursing home (where she would receive rehab care), and was told that I have to find permanent aftercare before they will admit her to rehab care.

Why doesn't she have Medicare? Is she too young? Can she afford to self pay? If not, then she should apply for Medicaid.
