If the caregiver declares the income and pays taxes on it through the IRS, then it's not gifting. If the caregiver is paid cash and never declares it as income, then it could be considered gifting.

If Medicaid goes back 5 years on bank stmts and such for giving money as gifts, can paying a caregivers bills be looked at as gift giving.
