What insurance? If you give better info you will get better answers.
If you are in USA
If friends mother has long term care insurance policy: Not Medicare or Medicaid. Read the policy and find ot what you need to do. LTC policies typically require medical necessity and paying yourself for up to 6 months before they pay.
If she has Medicare and money but not Medicaid, friend mother will have to pay you herself out of her money or friend will. Medicare is not set up to pay in home caregivers. You will need to declare income and pay taxes.
If friends mother has Medicaid, she may qualify for some hours paid by state. It will not be 24 hours care 7 days a week. Your friend will have to help you figure out which applies to her mother. If friends mother has no money and no Medicaid, your friend will have to begin application process with 5 years of bank statements, list of assets and income. Hope you can sort this out.
