I live in NE IL (Cook County), and this coming October - starts open enrollment, to locate a health care provider before the January 1, 2014 deadline. My question is - I have been a caregiver for both of my parents (86 and 85) since 2006. I have not been paid by them. I do not make a salary. So; how does that work with Obama care? Do I have to come up with $1000 per year to opt out, or do the Feds take my health care yearly cost, deducted from my parents pension checks? Any help is greatly appreciated!

Here is a link that may help. You can check IL to see if you qualify now and see how you can apply in Oct, when the new rules will be considered in accepting applications for Medicaid.

I don't know if anyone knows how that will work right now, or if it will begin at all. There is so much talk about Medicaid expansion in the states. I don't know how it will be in IL. I believe that if you have zero income, you should be able to qualify for Medicaid through your state, which will cover the minimum insurance requirement. Your parents' income should not be a consideration in your qualifying for Medicaid. Fines for not complying with the new healthcare laws are not so heavy the first year, but will increase in subsequent years. With the battle going on Capitol Hill right now, I don't know if and when we will see Healthcare reform enacted.
