why is it so difficult to get states to pass legislation to allow nursing home patients the right to have an appeals process. example-my mom suffered stage 3 bedsore that I found and made appt myself to wound specialist and got yelled at by the nurse for being concerned about it, my mom was overmedicated, she was not allowed to go to an outside appt that the pcp and orth specialist approved because the med director would not allow her to go. I was trying to get her a second PT opinion , omboudsman said her rights were violated but nothing is done about it. when I reported to dept of health nothing was done and story was changed to nursing homes benefit, when an advocate tried to help me we were told nothing can be done since we do not have an appeals process in our state
