She has a daughter that has absolutely nothing to do with her. The roaches are so bad you can see them crawling on her in church. She has some mental deficits but is cognizant enough to make decisions. If she had a child we would contact the Child Abuse Agency but what advocacy program could be used for someone that has fallen between the cracks.

What area do you live in? Call the health department and adult protective services without further delay if not done by this time!

My mail just came and it made me think that might be a good time for you to document her condition without having to trespass. Unless her mail gets delivered to her door, she'll have to come to her mailbox. If her mail is delivered to the door you might ask the mailman if he feels safe doing so. If the house is in such disrepair that the mailman has to run an obstacle course to avoid roaches then that's a work hazard he'd probably love to get rid of. It's a long shot no doubt but the mail is federal and that trumps local. Many states have forced people with aggressive dogs to get curbside mailboxes so as to protect the mailman. They take safety seriously.

She has refused help from senior services; she won't let them in her house.

It's the town and/or county health department that enforces ordinances. Copy your township manager and/or homeowners association on your written complaint and follow up with phone calls. Take pictures and/or video. Start documenting but do not trespass to do so. Good luck.

Every state has some type of Elder Home Care Service. State Home Cares also have a special group of social workers who deal with Adult Protective Services.Please contact your state Home Care . Look for the Elders Affairs Office in your state to find the agency near you. Your report will be confidential.

Thank for been good neighbor and watching out for her well being. Now you can get some help for her , call aging or public health dept. Than she can get help around the clock such as aid and house keeper.

JacquieS, call in your local social services without a qualm. This lady needs help, and she's lucky that you're paying attention. But if you're still worried about acting on your own initiative, would your church's minister be willing to intervene perhaps?

Call your local public health dept. Roaches carry some nasty diseases and they could run over to your house.

You can also call the non-emergency line for your local law enforcement office to express your concern and share the situation. They can typically arrange for a "health and welfare" check, either through their office or another agency.

Jacquie, Adult Protective Service is part of Social Services so if APS isn't listed separately under Social Services in your phone book (look under your county services) whoever answers the phone would direct you to the right people.

Department of aging is good idea, too, as Carol said. The idea is that someone who has authority has to check on your neighbor because otherwise she likely won't let anyone do a thing.

Thanks again for caring enough to do this. Many people wouldn't bother.

Jacquie, I would just call your Dept. of aging. Once you tell them the facts, they will know which Dept. you need. Your neighbor is blessed that you care enough to get help for her.

I'm in Illinois, who are Adult Protective Services? What are some other names? We have Department of Aging? What Social Service Department would this be under?

Adult Protective Services is the place to start. Since this problem is so obvious, there shouldn't be any problem with them doing something once they conduct a welfare check. Thanks for caring!
