My uncle has copd and on oxygen. He now refuses to get out of bed and won't wash or anything.

How old is your uncle and how severe is his COPD? Maybe he doesn't bath or do his ADLs because he can't and needs more assistance than what he's getting. My 70-yr old single employee has mod/sev COPD and on oxy most of the time. She goes to therapy to learn breathing techniques and strengthen herself. It's not easy and I grieve for her as she struggles, knowing it only gets worse.

Does he have any outside help coming in to assist him, or does he live by himself? If he has aides coming in they can help bathe him and such. And if he doesn't get out of bed, how he is he getting his meals and medications, or do you stop by occasionally?
Sorry you've not given us much to go on, but perhaps he is suffering from depression, and thus the reason he doesn't get out of bed. If that's the case that should be addressed by his Dr.
And of course it may just be time to place him in the appropriate facility. I wish you the best in getting things worked out with your uncle.
