What type of guardianship? There's medical and financial. Definitely contact the State family court and report this. Also notify ombudsman at nursing home of the situation, they may be able to help with (other) next steps.
As a guardian she reports to the State. Go to the courthouse where she got guardianship and file a complaint. As guardian, Moms money must be spent on Mom.
If so, I presume the NH will be chasing her for the bills?
