She gives me piles of perfectly clean clothes that she says she hasn’t worn in a while so they are dirty. I told her I’m not washing them that they are clean or should I just humor her and wash them it might save me a lot of aggravation.

I would go to Moms AL and she had taken clean clothes and thru them on the dirty clothes basket. Since they were right on top I just put them back on the hanger. Asking her not to play with her clothes was a lost cause.

Just take the clothes and put them back when she isn't around.

Isn’t that what Febreze is for?! Out of sight quick squirt to “freshen” the clothes up supposedly. But the thinning out of clothing sounds a good idea.

My mum does this too. And she also "organises" her closet all the time, which really means moving things all about in a nonsensical fashion. Sometimes I get annoyed, sometimes I just humour her.
I would just take your mum's clothes and say you are going to wash them and then fold them and give them back to her without washing them. With both of my parents I've found thinning out their clothing helps them figure out what to wear so often things go to the wash and don't get returned just to keep things simple for them.
