I was told that the money can not be used for gifts of any type, since the taxpayer is paying the lions share of their expenses that makes good sense. If you are using your vehicle to transport her you can have her put fuel in occasionally or she can buy you a meal on occasion. These won't be questioned.
Casa, as others have said, $ 130 a mo as the PNA / Personal Needs Allowance for a resident in a LTC NH facility on Medicaid, that is really high. Like super high.
what state are you in? I’m recollecting Minnesota as the most generous state for PNA and theirs was $110. As others have said most states are $50 or $60. Southern states tend to be lowest $35-$40.
Is this possibly VA $90 needs benefit $ PLUS her states Medicaid PNA of $40? So it’s $90 + $40= $130? If so, the VA $ gets looked at differently for income & assets. You need to check with VA to clearly see if VA allows the VA $ to build to its own asset maximum limit of $ 2K and that in addition to Medicaids $ 2K maximum asset limit. OR is the month after the VA $90 is received, the $ counts in her overall asset limit of 2k. You do need to pay attention to the asset limit; if they go over, they can be suspended or ineligible for LTC Medicaid till it gets spent. It’s kinda mucho importante to know exactly what’s allowed and keep your elder within limits.
I think the Medicaid allowance for pre-paid funeral varies by state, and is likely a lot more than $1,500. In our state, a person can set up a "mortuary trust" at a funeral home which doesn't commit you to that particular funeral home but can be transferred at the time the person dies if the person's representative so chooses. People sometimes set these up before applyng for Medicaid since such trusts do not count as assets. On a side note, I'd say that $130 per month for personal needs is very generous. Many states only allow $30-40/month
Medicaid will allow her to spend $1500 for a pre-paid funeral; fund her Resident Trust for hair and nail services within the facility. If she has grandchildren, she can purchase gifts and cards for them; buy gift cards to show appreciation for individual staff (if this is allowed); help her purchase a yummy meal to eat in, etc.
