Itchiness is a symptom of liver disease, definitely. I wonder if your husband is saying he's being "bitten" as a way to explain why his skin is feeling itchy all over? Google "liver disease & itchy skin" and a ton of info and tips will come up.
Can you sleep in his bed for a night? I once had bed bugs in a hotel when traveling, and it was just awful. It does happen. This might be a quick and easy check, in addition to the other good advice.
