Leather is dangerous for the elderly. We bought my mom a fabric lift recliner and put a waterproof chuck under a towel that she sits on. No issues with leakage :)

I bought a "pet cover" for our recliner and sofa. Most of the time I use it as is and wash it as needed. Whenever my husband has days of higher level of incontinence I add a "fusion" pad on top of the "pet cover" for added protection.

Get a fabric chair and put a waterproof pet cover on it. Much fresher than leather and can just be washed with lovely smelling detergent. Also on bad days I’ve used a puppy pee pad in addition that can just be easily replaced, they come in different colours these days. The puppy pads for larger dogs are pretty much the same as the human disposable ones but fraction of the price.

there are gel pads made of the same product the "sticky" reusable lint rollers are made from.
There are rubbery shelf liners that could be used.

Nope, can't do anything around the feet or in front of the chair due to falls. I'd get a large roll or sheet of rug grip and cut to fit the chair seat, this will prevent him from slipping. Then top with whatever you're currently using to contain the spills, so long as the backing is non-slip (Chux would be too slippery for this).

If the rug backing material doesn't work for some reason (it works for my Mom's chair), you could go extreme and rig some heavy cloth clips to short straps that could be glued to the back corners of the chair; use Gorilla Glue or other heavy duty hold to secure to the chair corners. Then the incontinence covering could be attached with these. I do think the rug backing is best; it's washable and reusable.
