No one here will know if she qualifies for Medi-cal. It’s income based. Your county social services page will have information & links to apply for Medi-cal. The area on aging is closed due to the pandemic and social services is you contact for medi-cal anyway.

MediCal has nothing to do with work history so I would say she maybe able to get help. This is a State service.

Medicare is different. To receive it, you usually need to pay for it, like SS, thru payroll deductions. If you are married and the husband made the money, you can get SS and Medicare based on the husbands work history. My Mom did as many homemakers do/did.

Mom is able to collect SS at the age of 62 getting a % of what she would get at 67 which would be 100%. At 62 she can work and collect SS but there is an income limit. Medicare she is not able to apply for until 65. In the meantime she may be able to apply for MediCal for Health insurance.

There are CAL residents on the forum that maybe able to help. Your local Office of Aging may be able to help too.

Yes please visit the Medicare.gov website. I’m not sure mom can collect if she didn’t work the 10 years to pay into the system while your father is alive. He is collecting his SS benefits & is eligible for Medicare according to his income & how much he paid into SS, & his age of retirement.
But I don’t think your mother qualifies for monthly SS retirement benefits on her own if she hasn’t met the work quarters.
I’m not sure she is Medicare eligible either and hope I am wrong for her sake!

Here is the website for Medicare https://www.medicare.gov It would be best if you call Medicare if the website doesn't clearly answer your question. With rules changing so much, it's hard to keep up :P
