I guess since her insurance won't cover in home care, she will have to pay out of her pocket for her care, or if she can't afford it and the family still wants to keep her out of a facility, they will have to either come up with the funds themselves, or take turns caring for her. And if that doesn't work, then perhaps it's best to put her back in the nursing home. Most nursing home patients have had at least their first round of the Covid vaccine, if not the second one already, so mom should be fine.
