I think this would probably be considered elder abuse, if not some form of temporary abandonment. As already written, call the police, NOW.

And ask them about criminal actions for elder abuse as well as injunctive relief against the BF to keep him away from her.

Call the police now. You have a vulnerable adult that if the house caught on fire could not help herself. Still call APS but in the meantime call the police, if she is found in the state you have written, an ambulance will be called and she will be removed from the house and off to the hospital where a social worker can get involved. Hopefully, boyfriend doesn't have POA but even if he did if she is living in the conditions you state and the authorities see this his POA won't be worth anything in fact he may be facing legal charges for his lack of care of your mom.

Call Adult Protective Services to report the situation. She is not safe locked in the home and that is against the law.
