She has cognitive memory disorder and She repeats herself a lot but we can't figure out why her brain thinks she's sees a TV show that has never been aired before. Have you ever heard of this before?

My mom has done this because she can't concentrate and fully comprehend the whole episode anymore. She gets up and walks out of the room saying " I've seen this already"...and in her defense, the news casters are the same and politics, wars, fires, etc do seem the same and nothing new exactly. As far as TV sitcoms or soaps, yep the characters are the same and plots seem similar from show to show--so to someone with dementia or the elderly "yep, they've seen it before..."

It's because she has dementia. If she watches the same shows she's familiar with the characters and that's probably what she's identifying with. It's not the same episode, it's the same characters.
