Does your mom have dementia? I looked at your profile but it doesn't say anything about your mom. It would help to know a little more about her.

If your mom has dementia and you put out toilet paper in her bathroom and/or flushable wipes she may not know to use them. And it would do no good to go over this with her.

If she doesn't have dementia have you asked her why she does this? Have you asked her to please use the toilet paper or the wipes for the sake of hygiene? That it's not good for her to lay around all night in undies that have urine or stool on them?

Depending on whether she has dementia or not and not knowing anything about her I would suggest that you take her underwear away and replace them with pull-ups. At least at night. Pull-ups might prevent any urine or stool from coming in contact with her skin although you'll still have a clean-up in the morning regardless.

Or maybe a huge sign that says "PLEASE USE TOILET PAPER". And then an arrow pointing down to the toilet paper thingy.

Maybe she can't see the toilet paper roll, or she can't turn to reach it? Make sure it is in the front and center line of sight. Elders often lose peripheral vision, so make it easy for her.

My aunt was very fussy about which kind of toilet paper she would use. It had to be the soft fluffy stuff, which I swear has about ten sheets in a roll. The 1000 sheet rolls irritated her.
