I'm wondering if there is a waiver on the age limit since she is disabled? Does anyone know or have experience with this?

I know of two facilities in my town that have accepted younger residents who are disabled. These are both private facilities, and if your mom needs Medicaid assistance to pay for AL, that may limit your choices. Many facilities use 55 as the cutoff age rather than 65. I suggest that you contact the aging agency in your area and ask for their advice. My local agency gave me a list of appropriate facilities for my mom and it was a great help.
