Now Mom has called 911 twice on the facility and on my dad who has dementia. The facility said that that if Mom calls 911 for a third time that the EMTs will file a report to social services to have them placed in a higher level facility. And this decision will be completely out of their control or mine. Is this true?

What do you mean when you say "she's calling 911 on the facility"? Does she feel in danger from someone in the facility? Is your father acting out and she's not getting help with that?

I understand your concern about whether they will get reported to social services, but the real question is, what's going on and is this the right level of support for them?

She has never been in danger by anyone at the facility, if anything its the other way around. She's verbally lashed out at staff because she doesn't like the food, or they didn't do what she wanted like sit with her to complain, or cry on their shoulder all day, She called 911 on the facility because she doesn't like the food, or she wants the staff to sit with her to hear her complain, or she just wants to go to the hospital. My father has acted out at her and the facility intervened, but she'll call after everything is calm down and stir the anger up again.

Is she being followed by a geriatric psychiatrist?

Once the government is involved, I'd venture that the assisted living facility is correct. If social services or adult protective services is contacted by the 911 response team, they'll no doubt investigate to see if your parents are getting the level of care they need.

Repeatedly calling 911 inappropriately is a crime. Ya'll really need to focus on stopping that abuse. Talk to her doctor. Perhaps some anti-anxiety medicine might be helpful.

I have taken her to a psychiatrist several times, she either refuses to answer questions or return for follow up appointments. She is on anti-anxiety meds, but often refuses to take them. She refuses any care from staff.

Yes LadyBelle it is true. Check the state health laws, assisted living places are not licensed to provide memory care level. Read the admittance forms. We know that once mom does not cooperate or wanders off site or needs help with her depends, or can't get to the dining hall, we have to move her. I dread that is coming soon.
