She needs homecare and PT.

Not sure about the 2000 thing when they only need services not longtime care. All Medicare pays for is medical needs durable equipment and a few other things. Call Medicaid and see I'd she qualifies for help. They will evaluate. Same with your office of Aging. When it comes to PT call her doctor and ask for an order for PT. A homecare agency will come out to evaluate. If they except her, u maybe to get an aide for bathing. Medicare will pay 80% and her supplimental may pay the balance. Otherwise homecare comes out of pocket.

She needs to spend down to about $2000 to qualify. Soshe is almost there. You can start applying about 4 months before she gets there. Each state has different and similar qualifications. She has to pay for homecare with her own money. You can also check with your local department on aging to see if there is some state funding. 
You can check with her doctor to see if PT can be bumped up. Look at her policy to see if she qualifies for more unless she met her maximum.
Are you able to help her apply for Meicaid?  By the way she still has time to spend down by pre paying funeral expenses. You can find info at any funeral home. The money is placed in something like a trust that still accrues interest every year. Medicaid will not touch it. If she spends down every thing then family will have to pay those costs if you want some nice arrangements.
