All of the money would be used to care for the mom

Why not have Mom use automatic payment where the memory care facility pulls the funds directly from the bank account.

Giving money to a family member to pay for her memory care might create a can of worms if later she needs to apply for Medicaid or if there was a question about gift taxes.

What my Dad did, he had me be a co-signer on his checks, so when the Memory Care monthly bill came in, I was able to write a check out of his account, thus I was able to make sure he always had enough available.

What freqflyer said is right. There is no point to introduce a third party when the money can be drafted directly to the facility. If your mother wants to name the person as her POA, then that person can arrange the payments to the facility. I assume that your mother is still competent to name a POA since she is competent enough to be gifting her money.
