Leigh,
When my mom still had her home she had an "energy audit" done by her local power company. Then they referred her to a state agency who replaced all her windows with thermal ones and insulated her attic. Of course, your parents would have to meet income requirements.
For home repairs, I wonder if Habitat for Humanity could help? Wouldn't hurt to contact them. Also, your local office on aging might be able to help.
It just takes time and peristence to find these things.
Good luck.

Hi Leigh,
There are several options for you and your parents.
Check out some of the available government grant and loan programs for home repairs.

Also, check with your local housing authority.

It takes a bit of research and time, but there are programs to help with home repairs. It depends on where your parents live, income, etc. You have to be VERY careful with reverse mortgages but that is always an option. It is better to use that as a last alternative because the rates and interest can be ridiculous. Many, many seniors get scammed with reverse mortgages. I hope this helps. Carla
