Both my parents are on Medicare. My mom just received in the mail tax form 1095-B, which indicates she had medical coverage so she won't be accessed the Obamacare penalty for not having health insurance in 2015. But my father has not received this form, even though he also has Medicare. Neither of my parents received this form last year.

Are all Medicare recipients supposed to receive this form 1095-B? Anyone else get this form in the mail?

To the best of my recollection, I filled out a form last year indicating that my father had Medicare and therefore was covered by insurance. I don't have to file so I didn't address this issue for myself.

I don't really understand why your mother would get the form but your father didn't.

My father did get a form from the VA stating that he had medical coverage through it.

Your parent's situation is puzzling. I don't know the answer, but you might want to call the IRS, and ask about this. I do recall doing some research on the issue but it was almost a year ago and my memory isn't really clear on that one aspect.
