What type of benefits are you referring? Medicaid? Property taxes? State income taxes? Or in general?

For example PA SNAP has an income limit of $1557 per month BUT if there is and elderly or disabled person the limit rises to $1946 a month.
SNAP households may receive deductions from their gross income for things like housing costs, child or dependent care payments, and medical expenses over $35 for elderly or disabled people.
So let's say you have $2000 a month income, but your medical expenses are $500 a month. Your income is then only $1500 a month and you are eligible.
