For instance, offer then X dollars in a flat payment, for however long the person is in the home, either two weeks or for the rest of their lives. I'm not talking about a bribe, talking about a money in hand for the facility, basically it's gamble on their part whether the person is there for a short time or a long time, they keep all the money either way.

I've never heard of anyone doing this. State laws may prohibit such a payment. I guess you can ask, but I doubt that they could/would take the "gamble."
