You obviously phoned for maintanence alreadyonce maybe twice and are not satisfied with the result. I would suggest the next step is to put in writing what needs repair, who you initially spoke to and indicate when the repair need was first reported. Indicate health and security needs in the letter and copy to the living facility manager, supervisor and owner. It is possible someone never put the repair order in. And yes the squeaky wheel gets attention!

Go to the office and tell them you'll give them two weeks to fix the patio door and the AC. Explain that they will have a lawsuit on their hands if your Mom succumbs to the terrible heat waves occurring lately. With the elderly being a target of burglars explain to them that if any harm comes to your Mom there will be another lawsuit pending for not fixing her door. Tell them it is far more cost effective to fix these two things than to pay you a lot of money for the lawsuit if they don't comply. If you have a lawyer in the family have him or her call the representative of this apartment complex to back you up and further light a fire under their butts to fix these two important repairs. There are renter's rights and laws. See if there are pertinent laws that will back you up on either or both of these repair issues. I used to manage an eight-plex. I have rented many places that required repairs. SCC1 is right in this case, the squeaky wheel gets the grease. I wish you luck and success.

A patio door would be a safety feature. she needs to be able to securly lock it and it must function so she can safely exit in case of fire.

She leased the place with a working a/c. Call again and ask for the time frame.
There must be a governing board that oversees apt owners etc and leases. please check on line for your state.

What does her lease say about "wait time"? How important is AC to her overall health? Does she use the patio door daily and is it a health or safety issue? There's no way to answer your question without this information. How many times have you checked to see what the maintenance schedule is or to remind them of her request? Call them again.
