We do need the answers DeeAnna asks for to be able to comment on your situation.

In general, an attorney specializing in Elder Law would be able to help you. Or contact your Area Agency on Aging for low-ask legal assistance regarding an elder.

mrjuanh,
We need more information regarding your situation so that we can give appropriate suggestions. Did you used to have guardianship of your Mother? Why was your guardianship terminated/revoked, when and by whom? Who is your Mother's guardian now?

Why are you being restricted from having contact with your elderly Mother? Who is restricting you from having contact with your elderly Mother? Where is your Mother living--in her own home, in someone else's home, in assisted living facility or a nursing home?
