She is 90 yrs of age and is in a long term care facility in Pleasant Hill. She feels she is being neglected in the facility she is living at. She has no immediate family in the state. We know her through our church.
Please contact your state ombudsman. The facility should have a poster visible with the contact information. If not, google it. Every state has a Long-Term Care Ombudsman and they have the resources to assist your mother and all elders.
Do you visit her in the care facility? I would try to spend some time with her there at different times of the day and see what she's talking about.
Having visitors is certainly good for her mood. Having visitors tells the facility that someone is checking up. I would not go in with guns blazing complaining about neglect until you've made some reconnaissance visits, unless of course she's clearly not being bathed or fed or decently clothed.

The care facility should have the name and phone number for the state care facility ombudsman. It is usually on an information sheet where you sign in as a visitor. You can call that office and relay your worry. Have you documented exactly what she feels is wrong?
Therefore she has immediate family who live out-of-state? If so, you would need to contact them. Curious what type of neglect is she talking about? Wonder if she is starting to have dementia, because with that type of memory loss it isn't uncommon for some nursing home residents to say they are being ignored, when they aren't.
