What I read on the internet they r an insurance company. Like any insurance company I assume they have contracts with certain transport companies? Also certain care agencies. Do u have an Office of Aging in your County. Maybe they can help you or even find you transportation and help. If low income maybe Medicaid can help.

Just read more and found they are really a Middle man with insurances and services.

If Fidelis does not have a contract with the provider you want, then they won’t provide services at contract rate reimbursement. You probably have to stay within their network or pay out of pocket.
It’s very important to review services provided before you sign with a insurance or such provider like Fidelis so there are no surprises like this.
