Is there a time limit on filing a report for elderly abuse?

I would wonder why it isn't going to be filed immediately, unless there's a proposal or plan to address it, and the plan is realistic. Still, this isn't something an uncooperative person would voluntarily stop doing, and probably needs intervention to correct his/her behavior.

To me, the protection of the elder is of primary importance, and that dictates immediate action.

Is there some reason why a report isn't being filed ASAP?

Call your state Adult Protective Services agency to see if there is statute of limitations. Before doing that, however, I would bring the issue to your sisters attention and tell her what she is doing maybe illegal and could be reported to the APS. Someone should definitely be your mom's financial and healthcare POA to be able to act on her behalf. Regardless of your sister's behavior, contact an elder care attorney and begin the process of the POAs now.

Any time you feel there is any abuse you should report it immediately but late is better than never.
The sooner it is reported the easier it is to investigate and follow up on.
